This was a quickie job for my friend's daughters birthday. Or you could call her my daughter's friend. She's both :) She was turning 6 and loves the things I have made her before, so obviously she needed a lovely outfit: I used a shop bought t-shirt but then added an embellishment to match it to the skirt. I made the skirt pattern up - it's a 4 inch band (with an elastic casing to add some stability) to make a dropped waist with a ruffled section of about 9 inches (which was cut about double the circumference of the band to make it nice and ruffly). I overlocked the seams and did an overlock and turn up hem. I used some metallic knit I got from fabric.com. My only concern was that it might be a bit scratchy, but it washed up OK and it will probably be worn with tights or leggings a lot as it's winter here and it's kind of a wintery outfit.
